I think each character's SPECIAL stats should have an effect on the rolls, same with whatever weapons they're using. For instance, someone with a low AGL would have a hard time using an automatic weapon, or whatever, since they could not track and react fast enough, and they would have a limited number of attacks per round as well. A sniper rifle would have a heavy damage roll, but the chance to hit in the hands of someone untrained or not strong enough would be appropriately low as well. And a shotgun would have a high chance to hit, of course, but without specialist ammo you won't do much damage at longer ranges.
But then you'd have to account for range, how close to your target you are, or whatever. And that might get complicated.
Basically, I agree with your suggestion and would add one or two of my own. >_>
